Well, this was minor league hockey. The NHL isn’t nearly the bastion of fighting it once was, and that’s for the best.
I referee hockey on a very amateur level, and every year in our seminars, they discuss how to break up a fight should one happen–there’s a whole suggested method and everything. Part of it is that there’s no sense in trying to break up a fight in full force, you risk getting yourself hurt. It often pays to allow the players to wear themselves down, then step in.
Thankfully, I’ve only had one fight happen in the five years I’ve been officiating. It was in an adult tournament game, between two guys in their upper 30s or 40s. My ref partner and I looked at each other, cleared the other players away from the fight, then said, “Let us know when you’re done, guys.” It didn’t last long, and we just escorted each of them off the ice, since their night was done.

This is standard procedure in hockey. Hence the expression “I want to a fight and a hockey game broke out.” Most teams have a fellow or two whose job is to be an “enforcer” and go after a dirty player who has committed a penalty the ref may have missed.
